I know one person on this entire site that has made hair in past, how often they make it I have no idea. I use 3ds max, I have done a uni course in it, I can make lots and lots of things, but there isn't an "arty" bone in my body so clothes and hair I'm hopeless at. There are youtube tuts on how to make hair, but to achieve hair like in the pic is not something any tut will teach you. They only way you or I will ever be able to mesh hair like that is practice, more practice and then practice some more.
